I just got off the phone with a representative of the USDA Angeles Forest. They are preparing a press release to announce that the Angeles Forest has received enough rain to reopen public access and trails. The order to reopen the Angeles Forest is being prepared and should be signed this afternoon (Friday 11/8).
It many take a few days for the signs posting the closure to be removed and locked entrances to be reopened.
One should use the normal precautions of riding any trail after a large rainfall as the trails will be muddy in places and rocks and debris may have dislodged into open trails. Fire restrictions will still be in effect, in other words, no camp fires.
