Scenic Plan Passed By City Council Happy New Year to one and all!

On Friday December 19, the Los Angeles City Council officially passed the San Gabriel/Verdugo Mountains Scenic Preservation Specific Plan. It has finally happened! This is indeed good news. The Scenic Plan was originally proposed by Councilman Howard Finn over 20 years ago. Thanks go to the many people who have worked on this, especially in the past 3 years when the details were hammered out by all the interested parties. Is this the best Scenic Plan that we could have? That remains to be seen... Many compromises were made to get the approval of Whitebird Inc., a major landowner in the area and a current applicant for a development along the 210 Freeway. The proof of the effectiveness of the Scenic Plan will come in the months and years ahead, as we see whether the Planning Department can implement the Scenic Plan effectively. As time goes on, we will continue to be vigilant to see whether the Plan truly serves to protect the hillsides and ridges as was intended. If it doesn't work as written, we'll seek to amend the Scenic Plan until we can all be secure. Let me remind you that Whitebird's Canyon Hills project is in the works right now, and the Draft Environmental Impact Report has been released. We only have until December 31, 2003 to submit comments to the Planning Department. Don't be fooled when Whitebird claims they follow the Scenic Plan. The project is in major violation of the Community Plan, the Hillside Housing Ordinance, and the 15% Slope Plan Amendment, and it should not be approved as submitted.
