Padilla Motion

The San Fernando Valley has a long and historic affinity with horses and equestrian lifestyles. This history is strongest in the Rim of the Valley Communities of the San Fernando Valley including the communities of Sylmar, Sun Valley and Lake View Terrace Council District 7.

Equestrian users are constantly faced with competition between horses, pedestrians, and automobiles and as such, they are in continual need of high quality trails and a comprehensive trail network in order to pursue their passion for horses. As of today, we are not aware of any type of comprehensive planning effort underway or completed that thoroughly documents where trails are currently located and where trails should be built and located. Such a study would provide a blueprint for growth and expansion of the trail network in a similar way to the MTA's comprehensive plan for bicycle routes and trails

The City of Los Angeles needs to start such a planning process immediately and funds need to be located to prepare such an effort.

I FURTHER MOVE that the Department of Recreation and Parks research and find funds for the hiring of a consultant team to work with the community to develop a horse trail planning exercise to develop a regional plan for the San Fernando Valley. Recreation and Parks should also report back to the Arts, Parks, Health and Aging Committee within 45 days on such funding opportunities and an outline of next steps in developing such a master planning effort.
